For now there will be 3 directories (this case won't be common, most people
have one user per machine). We plan on adding the ability to specify the
install location of each game in the future (and you could point all 3 users
to one place then).
You should install all 3rd party content in the Half-Life directory.

It would be great if we could have some registry look-up-able values that dictate where the games are being launched from, otherwise external game launchers are going to have a very hard time working out where the game is...
