...also, since the Steam e-mail address is part of the directory name, if 3
people are using the same computer with 3 different Steam logins, doesn't
that mean that a MOD would need to be installed 3 times...

???, I'm not sure I understand the requirement for the e-mail address in the
pathname.  The e-mail address would still be required to authenticate with
Steam and Steam shouldn't care about whether a user has paid for a non-Valve
MOD and wouldn't need to restrict access to MODs that someone hasn't paid
for, right?
