Yes, but the paid-for games also go in the user's directory as well... Anyway, it's not like there's anything we can do about it, that's just the way valve have decided to do it.

You should have a hl.exe within [EMAIL PROTECTED] [insert-gamename] \hl.exe
If not, then you won't be able to play games... If you have only just installed, then I expect steam hasn't "unpacked" the .GCF files within steam\steamApps . Go to play a game, and it should create the appropriate files for you.
