In early versions. These problems was fixed in later versions.
de_vegas however still had problems, but that depends on the map itself
(VAC WH block has problems with it also BTW, for the exact same reason
C-D had, possibly HLG does too)

Paladin was way better but unfortunately had compatibility problems with some drivers. I've never seen a single
cheater on a server with Paladin longer than a few minutes (Paladin kicked slowly). :)

You must not have been looking. Paladin Hacks where all over the place after the first few weeks and it also banned a lot of innocent people during the first period while is was still not hacked becuse of bugs.
To make matters even worse many people (me included) had problems even connecting to servers with Paladin (I had to retry up to 10 times before I got into even my own servers).

C-D OTOH was very low maintainance, quite effective and quickly updated and once the sound and ray-tracing issues had been fixed it was the single most effective anti-cheat tool to date.
Together with CSG/HLG serverside and it's constant upgrading the combination pretty much killed of cheating compleatly for a while (then VAC came, and half a year later we are still not back at the protection level we had with C-D alone, not to mention C-D + CSG).

Software never has bugs. It just develops random features. =)
