I've been quite good at bunny hopping before 1.3 but then they added some check to the engine that decelerates the player if he has more than 130% of the maximum running speed. I accepted that because I didn't think that bunny hopping fitted well into CS (it was fun though). In 1.4 they included a general jump penalty that is totally unrealistic and I still hate Valve for doing that...
To make it short: It's not possible anymore to get a real speed advantage by bunny hopping, so there's no need to ban those hoppers. Tricks like the "Nuke jump" (onto the red rock without boost) use a part of the bunny hopping technique that still works before the break kicks in but it's considered a skill and legal in every league I know. There are some speedhackers on public servers, though. I thought that Valve implemented a new way to prevent them but it doesn't seem to help much.
