Would it not just make sense to allow the files that are being downloaded to be cached by proxies. This would allow any lan party running a proxy (SQUID or IAS) to provide the updates at full network speed once the first download had finished.
GSP's could also get there steam content from proxys either put in place by there ISP or by manually editing the hosts file to point to a local server not a steam one. The amount that is downloaded is stupid. I do a fresh install of HLDS server (Cstrike) on a linux box and im sure half the stuff installed is not used. Why should be all have to download it if we are not going to use it. This is a case of Valve not helping themselves.
