I run 3 � 16ppl HLDS & 1 16ppl SRCDS on a MSI K7D-Master with two 2400+MP's.
Runs just fine and I could probably run two more servers on that box since I
have plenty of CPU usage left.
Anyway, it runs on Debian Sarge with 2.6.8 kernel with no problems
whatsoever.

I have the bandwidth available, but the processor keeps maxing out.
Usually have 18 to 24 on the CZ server, and up to 12 on the srcds
concurrently before the lag starts.

I am running a Intel 2.0 GHz machine / 1 GB RAM.

No.  hlds isnt multithreaded, so a single game server wont use both
processors at the same time.  And yes its true, if you decide on a dual
intel based solution, you dont get double the processing power.  Not
even close.  However if you use AMD Opterons, its nearly doubled the
processor power in a dual configuration.
