i'm not sure how anal you have your firewall set, i have a freebsd firewall and mine works fine, but i do not filter any outgoing data. incoming you "shouldn't" need anything other than 27015, but i may be mistaken.
Yeah, nothing out going is being filtered.
an easy way that i use to troubleshoot stuff like this is to make your deny rules log, and then look at the logs when you start the server and such, and see WHAT is being blocked so you can fix it.
Hmm, hadn't thought of that (big duh). I will get a pf log anylizer and see what comes up.
