Try adding this:

nat on fxp0 proto udp from 192.168.0.17 port 27015 to any -> (fxp0) static-port

before your normal nat rules. This makes sure the outgoing packets to
the master servers are sent from port 27015. Without this rule the
master server will add the server with the random port number assigned
by the default NAT rule.

You still may not be able to access the external IP adres from within
the same LAN, unless you use something like this:

But people outside your LAN should be fine with just the extra NAT rule.
