That has got to be the dumbest damn thing I have read on this list.
I have a website and forums, both of which have plenty of registered users.
In Aril, the server list was sorted by the last octet of the ip address.
So, folks whose ip adresses were x.x.x.1 or x.x.x.2 where listed WAY before
people whose last octet ended in anything higher than 100. Sometime in the
last month or so, Valve changed the way they hand out the list. So now, you
will likely NEVER see a server whose last octet is low, like mine, which was
x.x.x.2 and x.x.x.3 until at least 3000 other servers are listed. Now the,
if you pole the average user, you will see that the way they choose a server
is mostly by clickiing on the refresh all button, and then looking for their
fav map, with low ping, with people playing in it. This is likely to occur
when only 1000 or less servers have been populated.
This is a very well known fact. I was simiply inquiring as to how they sort
the list now, since it obviously changed.
The solution to the problem is for valve to add an update to steam, which
asks the user which region they are in. This way, when they goto get a
server list, they will only see servers in their specific region, and most
servers will list quickly. If people want to change their filter, they can
do so to see other servers. But, by default, it should only show servers in
their region. It is very frustrating to me that servers with 400+ pings
show up before my servers, which both have 20-40ms pings anywhere on the US
East Coast. Anyway, I thinkt that is a good solution, I wish Valve would
implement something like this. How hard can it be?

Your servers weren't very good. That's the quick answer. I mean, if
they were full 24/7 for many months, and they're a ghost town all of a
sudden as soon as newer, better servers are on the list, you didn't have
much--if any--semblance of a community.
