I dont have a banned.cfg or a listip.cfg. They are named
banned_user.cfg and banned_ip.cfg (this is CS:S im talking about) And
what other data would they have in them besides the bans?

Well, I wonder have you defined that those are your banned users cfgs?
might look and see if your banned.cfg and listip.cfg files have all the
data
in them...

I already have:

exec banned_ip.cfg
writeip
exec banned_user.cfg
writeid

in server.cfg. Shouldnt that do it? After I restart my server, the
banlist is empty. I have to copy back my "master ban list" then do exec
banned_user.cfg to get it back. Weird.

try that all in your server.cfg so each map change it will run.

I have a script thats copy and sort the list every 10 minutes and
redirect
the results into a own banlist.cfg... This list is then symlinked to
every
css-server so I get "global" ban on all servers.
