I am also having high choke spikes on my hlds-servers. They mostly occur a couple of seconds after round start, when someone is joining and when the bomb explodes. On top of that it can happen every now and then, but not as high as the examples above. It's not uncommon to have it up to 30 i choke 10 seconds into a round. It normally travels between 0-10, but in a manner that it does not affect gameplay too much or at all. Cannot speak for CSS. I have been in contact with my network provider and come to the conclusion to move all the servers to another switch/router, since the one I am connected to is apperently outdated. And they believe it may be buffering problems with that switch/router. I can report back if there are any changes after I have been migrated.
