That's fine!  For what it is worth, I think the issue was either
steam.exe or the registry.  I did the following in testing (each
individually):

   - deleted counterstrike.gcf and counter-strike directory
   - deleted clientregistry.blob
   - deleted everything in the root steam folder except steam.exe and
steamapps folder (running steam.exe forced new files to be loaded)

So essentially in my scenario, everything except steam.exe was fresh at
some point and I never manipulated the registry.  If it happened again I
would probably go backup my registry key, then delete the valve key
group, run steam.exe and see how it went.  Hopefully it doesn't come to
that.

I checked the error logs, however this event does not make it to the log.

Anyway, good luck and you may want to take it to the Steam forums for
more help on the client-side.
