The problem is not that alltalk is forced on, but is is DEFAULTED to ON. I don't think VALVe ever made the game to be played with alltalk ON, so I guess they have to fix it, and make the default value 0. Also remove the sv_tags when you put it on 0, and make it add when you put it on 1.
