I think the point of not accepting new license requests is pretty obvious. The market for ventrilo services is there...whether you sell the product or not. There are already companies licensed (quite a few). Why add more licensees which will result in more time spent on support, monitoring, reporting and then additional transaction fees. It is not as if you are going to run into an extra 100,000 clients of ventrilo that aren't already in the market or who would not already find their way to a licensed host.
