I agree.  The sniper's primary rifle was always a long-range weapon with 
no practical use at close distances.  That pretty much defined the 
sniper as a long-range player class, which it should be.  If you make 
the sniper equally effective at any distance, you might as well give the 
pyro a rocket launcher, too.
