Servers that let you join thinking there is an open spot, and then kick you with a reserved slot warning are the worst of the worst, honestly. If you are going to do reserved slots, you need to make sure the visible players settings are adjusted accordingly, letting the two players join even when it looks like the server is full.
Seriously, getting kicked on joining is super lame, and I would hope that valve would penalize servers like this, if they implement a scoring system. Sorry, but thats the way I see it.
