It should work as part of the server start up script (e.g. the -autoupdate command) but from experience it doesn't always do the trick. Use the method below when you have problems in this area.
Sometimes you might also get a segmentation fault during an update. If that happens, sve yourself a whole heap of stress and delete clientregistry.blob from the .steam folder (in root of user home folder) and retry the update.
