I can't tell if you're trying to be funny, but either way your logic is flawed.
A lack of consistency and pure support would make cheating easier and without any need for 3rd party cheating tools. That means there's nothing for VAC to pick up so fewer cheaters would get banned and forced to buy a new copy to continue playing or cheating.
