I don't know about that, I think both games have some pretty dumb players. But besides that, I think it's just because CSS is generally considered to be a more "skilled" and "competitive" game than other Valve games, well, maybe except for CS1.6, and people have a desire to win at any cost. Problem is, you can't really tell anymore the people who are just insanely good and the people that use hacks due to the fact that hacks are fairly "random" now and are not always extremely obvious like the spinning headshot machine of ye olden times.
