Same for me, -verify_all says "updating installation" but i never get any files. Updating without it doesn't say it. I managed to boot up the server once but it crashed soon after someone joined in. I've manually deleted the engine files and even copied the files over from working server but it does not seems to help at all.

Try renaming "addons" to "addons1" and try starting the server.  I bet you
it will work.  I had the exact same problem after the update with my
servers and i upgraded my sourcemod to the latest dev snapshot.  Which
fixed it.

about core difference so i removed core file from /orangebox folder but
