Thanks for the tip. It indeed was something in the cfg dir. I started
isolating the issue and found out that it was autoexec.cfg containing
cvar randommap which caused server to crash. It works fine while put in
server console (picks random map) but it seems that it cannot be in
autoexec.cfg no longer.
This whole issue blew my brains out too.

I quickly undid this and found out of all things my /cfg/ folder was the
problem. It wasn't anything in my server.cfg or replay.cfg files, and it
wasn't any *.cfg at all.
The only files that weren't .cfgs in there was settings_default.scr,
user_default.scr, and valve.rc. You could try just removing these files and
see if that helps. This was driving me nuts and hopefully it's behind me.
Also I never got -verify_all to work, does it not work with the steam
binary?

-verify_all doesn't verify anything (unless it does this without any
indication that it is) and I crash on boot, I have no addons folder and
this is the first update I've ever had any issues with recieving.
