Yeah there appears to have been some change for clients that won't see
servers now unless they are updated - I've got 3 servers showing up with
another that isn't cause it won't update for some odd reason and quickplay
isn't an option on a few of these since I don't have a few registered
however one that is filled up in about 2 mins after updating.

My server hasn't been struggling for quickplay players the past month.  
But, I have noticed that it seems like immediately following a server reboot
the quickplay system is more likely to feed you a bunch of players.

For example, my server was empty for about 10 hours last night during off
peak hours throughout which the status showed as logged in.  Since it was
still empty this afternoon I rebooted the server and grabbed the optional
update, after which the server filled up nearly instantly.
