Just to clear something up; if I set mp_respawnwavetime to 10 (f.ex), and
get the sv_tag, HOWEVER, I have instantrespawn on the server, would I also
need to add the norespawntime tags?

Right. Actually it was DJ tsunami's plugin, but im sure Wozers has the same
effect.

Your post also reminded me, for any of these plugin users out there, that
even manually setting mp_respawnwavetime to 10 instead of the default 10.0
will still give you the repawntimes sv_tag. Handy if you want to leave the
cvar value alone and let the plugin to do the work, but still want to comply
with policy.
