As I recall, the message in server console on server start does not change if you are banned. You just wouldn't receive quickplay traffic (or even be unable to connect to steam servers). I'm not sure about this but in some message, i bet someone from Valve said it here on these lists.

There isn't a cvar for checking the reputation numbers and it doesn't matter if your server has 100 000 or 5 000 000 reputation, they are still on the same line. Valve just wants to weed out the very bad from the servers that are ok so you won't benefit from higher reputation at all.

For example, the servers i have, most popular ones, have less than 600 000 while the oldest ones have millions. Yet the newer ones populate first every single day. Though the older ones run custom maps, the other occasionally, the other, nearly all the time which also affets them a lot.

If you want to check your servers reputation, just for your own statistical purposes (like i occasionally do), this plugin enables it http://didrole.com/server_reputation/

Also if you get the reputation callback it has a line for banned or not.

You'd need a new IP then. As those delists are IP based (not just

Port).

TF2 doesn't have group functions.  This leads me to believe

back end ban on anyone in the group(s) from registering
servers
