the server compared with cheating using the client?
Firstly, if someone is VAC banned, this is made public and it's clear to
everyone playing against this person on their profile that they have VAC
bans.
Why are cheating server owners offered anonymity?
On the evidence we have (Tony, SPUF, VAC)- Valve have no problem
banning people forever on the slightest whim - so, logically, there must
be something that stops you doing that when it comes to server owners.
What is that thing? How can we as a community make it so that you can
treat scumbag server owners the way they deserve? (Or at least, treat
them the way you treat everyone else)
