Maybe it's due to fact that player is warned on every connect about Cheating resulting in permanent ban by VAC (well, atleast it ysed to say that before the new TF2 loading screen came). Also some server admins who are not in this list and who do not know about the support page about this matter (they might not), it's pretty cruel. Also some plugins do not properly set the tags they should. Byt if the person who registered servers keeps cheating, i bet they can ban his/her account too for multiple infractions.

Can I ask why Valve think it's less of an issue if someone cheats using the server compared with cheating using the client?

Firstly, if someone is VAC banned, this is made public and it's clear to everyone playing against this person on their profile that they have VAC bans.
Why are cheating server owners offered anonymity?

On the evidence we have (Tony, SPUF, VAC)- Valve have no problem banning people forever on the slightest whim - so, logically, there must be something that stops you doing that when it comes to server owners.

What is that thing? How can we as a community make it so that you can treat scumbag server owners the way they deserve? (Or at least, treat them the way you treat everyone else)
