Does the SDK source-code updates ?
As far as I know the SDK that you get from the Tools tab in Steam is a
very, very old branch of the Source Engine.
I think it's practically impossible to build server plugins for newer
versions of the engine from that SDK.

On the other subject, I agree with css getting updates separately, I don't
think those kids running severs will know their way around setting a Java
exploit or even...seting...a MOTD at all.

Say, a server crash exploit is released and it works for both CSS and TF2,
then in those cases both games should receive the same update
