Hierarchical PD doesn't work or even make sense. Flow-through PD does, but hasn't been described in an RFC: there is no mechanism for autonomously configuring the relay structure or installing routes. So I think it's appropriate to do this work in ANIMA (I know there is no enthusiasm for it in homenet).
