We can and do make normative references to non-IETF documents
when there's consensus that this is the right thing to do.
I see nothing in the rules that prevents citing a non-IETF
RFC *if* there's consensus to do so. There's plenty of flexibility
in RFC 2026. But (as Alia implied) the real issue is whether the
protocol (and its spec) are good enough technically. Proposing
Babel for the standards track is a good way of evaluating that.
