So why not use the 4th partial for the Bb and 8th on the F? If it's a
beginner, then they should have no problem reaching 4th partial on the Bb and
8th on the F....

The biggest problem is that the 4th harmonic on the B side of a double horn is
way to wide for effective tuning. Some (famous) teachers actually recommend
playing the Concert Bb on the B horn as 23. What complicates tuning the double
horn, esp. a large-throated instrument like the 8D, is that the physics is one
thing, but the compromise between the tapers introduce more complexities than I
would care to (try to) discuss. Since Hans has much more experience in horn
design, I would esp. hesitate to contradict him, although some teachers (like
Mr Farkas), tune with a philosophy in mind (a Farkas tuned horn, (as opposed to
a Holton-Farkas horn) in my experience, is a tiny bit flat on the F side and a
tiny bit sharp on the B side. This was an attempt to make the tone qualities
of the two horns match better. This does not work well for me).

Respectfully Submitted,
