Milton,
I would be guessing if I tried to answer  your question regarding the 
conductor's lack a action.  When I discussed with him the need to change the 
horn principal, he said he was afraid of players getting upset that could lead 
to him losing players.   I responded by saying that he will never have an 
adequate horn section until he has an adequate principal because other 
competent players will not join the section.  The situation was well known by 
other horn players in our region and they generally considered the horn section 
laughable.  The conductor is an excellent violinist.  I still don't understand 
how he could put up with incompetence in key playing positions, other than he 
may fear having no horn player, so keeping the one he has is better than none. 
It is now up to me (and others) to prove our loyalty to the ensemble by showing 
up for him.

Why hasn't this conductor come to this conclusion by themselves???  
Surely the conductor is "competent" enough to 
be able to hear and make the decision to move this player either 
down or out.  
  
Not out business as players to be downgrading our colleagues:  Well
