Just a note: I am answering his question, not complaining about Cygwin problems again!

I am running htdig 3.1.5 on Win NT, with binaries I compiled on an older Cygwin installation.
With an up-to-date Cygwin I cannot compile working binaries, either with 3.1.5 or the current snapshots. The older binaries I have do run (thank goodness) under the current Cygwin environment.
I have no problem with the older binaries. I do recommend a good working knowledge of "Cygwinisms", but if you don't already have it you'll get it ;)
Just my experience...
