That's very odd. You mentioned earlier that you were running 3.1.5 on NT, but the problem you describe above sounds an awful lot like a bug we had back in 3.1.3 (see http://www.htdig.org/FAQ.html#q5.15). Are you sure about the version you're running? (See http://www.htdig.org/FAQ.html#q5.33) I was under the impression that 3.1.4 and up dealt with ampersands (encoded or otherwise) in URLs correctly, but it may be that some problems slipped through the cracks. If you're sure you're running 3.1.5, could you give us the URL of one of these HTML files so we can try to reproduce the problem with current versions (3.1.6 & 3.2.0b4 development).
