GSoC is first and foremost about students and about code.  Google requires
that code is produced.  Not documentation or UI design.

This is an important point, Summer of Code would pay for a usability design to be implemented, but not for the design to be created.

Experience shows that the most successful projects are those driven by the
student's needs and aspirations, not by the project's wishlist.  If a student
comes along whose wishes and aspiration match the current project wishlist,
the fit is perfect.  But if the fit is less than perfect, it is better for the
project to adapt to the student's aspirations.

Also sucessful projects tend to be well defined before the start, the coding period is actually very short and doesn't leave much time for developing ideas.
