Have you tried at http://www.vips.ecs.soton.ac.uk/supported/current/win32/ That's all I know. I downloaded the lates zip file http://www.vips.ecs.soton.ac.uk/supported/current/win32/nip2-7.26.3.zip - it has the installer inside. Directly downloading the installers didn't work here.
