After alignment (in simple interface) or after optimisation (in advanced and expert interface), but before stitching, you should be able to go through whatever move/drag you want in the Preview to position the image as you would like.
Rotate using right mouse, move using the left mouse.
The "snaking about" results from moving the viewpoint up or down. Rotate first to get it more or less level then move to centre it. It might also help to set "Detect vertical lines" in "File->Preferences" "Assistant" tab. If verticals are detected hugin will be able to automatically level the pano.
