That's garbage. The fact is that worldwide there are large engines that run all night (e.g. in every port and industrial area), and the low frequency sound from those can travel many kilometres. The sound can be amplified if the room that you are in happens to have the dimensions similar to the wavelength of the sound. Many people have defective hearing and can't hear anything much. It seems that I am the only person to have successfully recorded the Hum anywhere in the world, and it's just from a diesel engine 2 km away from me.
