I think you are absolutely correct on all counts.  I  am still trying to devise 
equipment to let others hear the Hum- some Hums probably just have acoustic and 
infrasonic components due to flow of dirty ground currents under properties and 
leakage thro building fabric etc.  Just because you had a power outage doesn't 
mean all phases may have been off.   In Hums like this a frequency 
shifter/amplifier may be enough. 

But for others I think they are sensitive to the EM components as well. Then 
how do you represent this?

An electret microphone also responds to E FIELDS and a moving coil mike to H 
fields so my guess is if you fed both to a mixer /amp you might produce a noise 
a bit like that Hummers hear?
