Currently:  No, and probably not in the near future.  But it's not a bad
suggestion -- why not add it as a feature request at
http://trac.assembla.com/hydrogen?

I've never used DSSI or LV2, and never even thought of having Hydrogen
*be* the plugin.  How do you envision using Hydrogen in these situations? 
What would Hydrogen be fed?  Midi data?  And what would you load?  A
single instrument?  A whole drum kit?  What things would you expect to
configure in the configuration dialogs?

For now, we offer LASH support for automagically recreating sessions...
but that's about it.  Also, IMHO the current implementation of Hydrogen is
not well-suited to being reused as a plugin.  (Things are very
state-based, with lots of "singleton" and module-bound objects.)
