The build script works fine for everyone except people packaging for Fedora... where there is a strict policy that configure, build, and install be distinctly separate. The Fedora packing scripts also appear to be "influencing" the situation. scons does not support a separate configure and build. There's nothing we can do to fix this. Anything done is just a hack to satisfy the policy. For the separate build and install... this indeed does work -- except when you are packaging for Fedora. There is something that the Fedora scripts are doing that is triggering scons to think it needs a rebuild. If someone comes up with something that works nicer for Fedora, we will be more than happy to incorperate this... but it's not a bug in the Sconscript file, and none of the active devs are running Fedora.
