Multiple samples per Instrument are quite common. They're used to simulate the sound of a drum at different velocity levels. If you hit a drum harder, it will produce a different sound in comparison to weak hits. The different layers are important for users which want to create a realistic and natural feeling (at least when using hydrogen as a sampler). There are people out there who use up to 64 layers per Instrument. Take a look at the GSCW kit for example.. Its one of hydrogen's basic features.
