I am not a maintainer of 'us_intl' map itself.
It it differs from MS Windows Intl keymap it just means nobody complains
of its incompleteness yet. You can write a bugreport on bugs.xfree86.org.

I suggested you to update the xkb stuff from CVS. At least EuroSign presents
in the current version (it was added after 4.3.0 release).

Yes. If you (or someone else) think some variant of any existent layout
would be useful you can make a report. Even if you have not enough skills
to make a patch you can write some description where and what symbols
should be added to an existent keymap.
BTW I made a 'multi_layout compatible' variant of us_intl map but, of course,
it is not more complete than the map you have currently.
