Patrick and I are reflecting the comments of the IESG (e.g., Benjamin
Kaduk, Barry Leiba, Éric Vyncke,
Erik Kline, Magnus Westerlund, Murray Kucherawy, and Alvaro Retana).

I will be able to post the revised version by October 21, 2020.
