What would be in place to explain, is why atfer the creation of the
position (first motion) SLOBs are not openly requiring proposals from all
community members and /or any interested party that might be adequate or
experienced to execute the required functions.

In my opinion public email in IAEP + localization list + 15 -30 days to get
proposals, should be enough to be called an "open call".
