IIRC, none of the CA manuals that I have can do this. I don't remember any IBM manuals that can do this either. So I must jump directly to some page number and hope that I get near what I need. The pgdn/pgup to try to find what I'm looking for.
The MacKinney Systems 'SimpList' manual (PDF format) has many clickable links, including the table of contents. And the actual product itself has an interface to BookManager that allows each user to set up their own personal list of bookshelves and books. Any bookshelf or book can be opened directly at any search topic, without having to go through the BookManger interface. It's a really handy time saver.
