z/OS V1R1.0 TSO/E Administration: 2.1.2 Selecting a User ID A user ID is often the user's name, initials, or department number, or any combination of valid characters you and the user choose with the following restrictions: Length - no longer than seven characters This should be enough arguments to prove that 8 character TSO userid's are impossible.
