Waiting for z/OS 1.7 is not an option for a number of reasons - the
first being that I'm running on an MP3000 - 1.7 won't run there.  Can I
get verification from somebody that I for sure can't use lower-case RACF
ID's on z/OS 1.4?

I assume waiting for zOS 1.7 RACF is not an answer. I don't think you
can at 
lower RACF levels.
