that was originally created with a longer BLKSIZE and subsequently
opened and written with a shorter BLKSIZE.  Thus it would contain
(perhaps even to this day) a block exceeding the length in the DSCB.
This would cause I/O errors which could be circumvented by
overriding to 32760.
