Isn't a STEPLIB opened before the program is loaded? Does the DCB used
in that open override the JCL and/or the DSCB?

Program Fetch uses the directory data and the control data imbedded in
the load module to do its I/O at a channel program level. As long as
it's a valid LMOD, the DCB info is completely meaningless to Fetch.
IIRC, the DCB it uses is a "skeleton" DCB similar to that used during
EXCP or XDAP processing. As long as it has a valid DEB, that's what
really matters.
